Dolores Manley said she has been selling the street newspaper, which helps to support the homeless and formerly homeless, for more than 11 years. Licensed vendors like Manley purchase the paper for 35 cents and sell it for $1.25. The vendors keep the profit from each sale. The harmless flying insects have lifespans of approximately five to 10 days and amass in the city each spring when Lake Erie warms to about 60 degrees. The pests return in the fall when the lake cools to roughly the same temperature. Occupy Cleveland’s permit, which allowed the group to maintain a tent on the corner of West Roadway and Frankfort Avenue, expired at midnight that day. Occupiers defied the order to take down the tent, causing authorities to remove the tent early the next morning. The Occupy Cleveland tent, erected on Oct. 6, 2011, had stood longer than any other tent in the nation’s Occupy movement.
